Forward Singapore report

The Forward Singapore (Forward SG) report, released on October 27, provides a new roadmap to chart Singapore’s future, and build a ‘Vibrant, Inclusive, Fair, Thriving, Resilient, and United Singapore’. Led by the 4G leadership team, the Forward SG report identifies seven key shifts to refresh Singapore’s social compact and the Singapore dream (see chart and Appendix 1 in the PDF). The seven key shifts aim to provide assurance and collective responsibility in a wide spectrum of socio-economic issues, such as education, jobs, housing, families, ageing, and vulnerable groups.

The Forward SG report marks the start of the partnership between the government and society (businesses, individuals, families, and communities) to build a better Singapore, after the very extensive 16-month long Forward SG exercise. For e.g., the Singapore Government Partnerships Office will be set up to engage and partner Singaporeans. Along the way, some policy initiatives have already been revealed. We expect further details over the coming months. Budget 2024 is the next key event, and is likely to be underpinned by key ideas from the report.

The Forward SG report is ambitious, in our view, and below are our six key takeaways.

  • Building consensus amid a difficult road
  • Keeping the economy open
  • Education through lifelong learning
  • A more inclusive and socially mobile society
  • Family support and Mitigating ageing
  • Constraints and Fiscal prudence
