MOICA and MOEACA certificates: Application and technical requirements 

Taiwan MOICA and MOEACA are both digital certificate systems (smart cards) used for secure online identification and authentication in Taiwan. 

MOICA (Citizen Digital Certificate) Requirements

  • Eligibility: R.O.C. citizens aged 18 or above with registered household residence.
  • Application Method: Apply in person at any Household Registration Office.
  • Documents Needed: Original National ID card and an email address.
  • Fee: NT$250 per card.
  • Validity: 5 years (renewable up to 60 days before expiry).
  • Usage: Online authentication for e-government services.

MOEACA (Company/Business Certificate) Requirements

  • Eligibility: Companies, branch offices, and limited partnerships registered in Taiwan.
  • Application Method: Submit the application online via Ministry of Economic Affairs, followed by mailing or submitting the required documents.
  • Documents Needed: Application form and company registration documents.
  • Fee: NT$420 per card.
  • Validity: 5 years for IC cards.
  • Types: Primary IC card, secondary IC card, and non-IC card certificates.

Technical Requirements (Computer Use)

  • Card Reader: A smart card reader is required to use a MOICA or MOEACA card on a computer.
  • HiCOS Software: Install the HiCOS Digital Certificate Management Tool (available for Windows and Mac) to enable the card to work with web browsers.
  • Browser: Compatible with Microsoft Edge, Google Chrome, and Safari.
